Most of us get email alerts when we receive a PM on the site.
If you just hit "reply" in your email application to reply to the alert, the sender won't get your reply.
Those alerts are automatically generated by the forum software and are sent out from a "noreply" email address - replies sent back to that address don't go anywhere (other than the big email junk bin) and don't get seen by anyone (other than the junk bin jockeys) - so whoever sent you the PM will be forever wondering why you're ignoring them ...
To reply to PMs, you have to be logged into the site. That same email alert includes a link to the PM on the site. Click the link, get onto the site, then reply to the PM.
