Anyone own or used one of these condenser vocal mics? If so, how would you rate them?

It's a super budget model (equivalent of a starter pack guitar) so you'll find either glowing or average reviews from total newbies and none from people who do more serious recording. 

If it's for vocals then can you define a budget?

I was going get a behringer c1, so the budget is small. I am currently using a audio technica atm33a which is an instrument mic and lacks a bit of bottom end for vocals.

While it probably isn't the best vocal mic ever, the ATM33A shouldn't lack bottom end -- how close up are you using it?

Pretty close. To be fair I may be blaming the mic for my vocal inadequacies. : )

ATM33a tails off about 100hz, but not by a lot- it should be fine for vocals and will be better than the P120, which isn't a great mic.

If you want a good starter vocal condenser then go with this:
