It's a very sweet, almost saccharine-sounding chord, but there's an underlying tension in that 3 of the 5 notes x3xx10 anticipate the C chord x32010 it's going to resolve to, so there's a slight lurching effect as the chord shifts internally while on static external tramlines.

Next to it on the index is a mystery Fmaj7/C 8x796x as played by Allan Holdsworth - well this week I rediscovered where it's from! It's actually in Eb at the end of the verse of "The Things You See" and several times in F during the middle of the verse - clearly visible in Eb at 0:41 here
