    From bottom to top the notes are G E G C D.  C, E and G are the 1sr, 3rd and 5th of C major.  D is the 2nd of C, but because the chord has a 3rd as well as a 2nd it’ll be called an add9, rather than a sus2.  The chord has G in the bass, rather than the root note C, so it’s an inversion.......

    Because the G remains in the bass I would personally think of it as a G variation rather than a C inversion.  Very commonly used as a suspended-resolution cadence in rock and country - eg the intro to "If It Makes You Happy" by Sheryl Crow.

    Only in standard tuning. With open G tuning it’s def a C2.

    It's got everything an Amin7 has except the root. You can definitely use that chord for Cmaj or Amin.
