Have I ruined my Hartman?

Urgh.  I've plugged an 18v cable from the Zuma into the 9v Hartman Flanger.  Smells like burnt plastic and no worky.  

How likely is it that I've just fried the power transformer rather than the entire circuit?

The Hartman flanger is 9V DC so there wont be any input transformer. Likely you've burnt something out not rated for 18V. Could well be an opamp or bypass cap blown.

If you power it up from 9V does the LED come on ? Do you get any sound ?

Where do you live ?  Maybe someone technical can take a look ? If you were near me id take into the elec lab in work and sort it.
