    If so, he either doesn’t know what he’s doing, or does but is deliberately falsifying the number of items in order to increase his fee.

    Only mains-powered equipment and cables (if separate) need to, or in fact can, be tested.

    If so I would raise that with your company. If it’s intentional it’s fraud - and it’s difficult to believe it could be honest ignorance, since there’s no way of connecting a mouse to a PAT testing meter, or even anything you could check manually with a multimeter.

    Given the number of non-mains-powered electrical items in a typical office, the difference could be quite substantial.
