What has John Spencer to do with the guitar BTW?
He played Funk Guitar, so he had to be "In the Pocket" all the time.
Re Fuzz, I have only owned Suhr Rufus, I'm no expert, but it's versatile.
I play guitar and take photos of stuff. I also like beans on toast.

I would go to the man personally
To get that nasty/raspy fuzz you're looking at something old that doesn't behave with other things. Plenty will do that, nastiest IMO being the Ibanez Standard Fuzz. That can do all sorts of nasty. A Roland Bee Baa will also get you there quite easily and is a little more versatile.
There are germanium fuzzes that will get you there but they're so variable it's hard to recommend them. Some silicon equivalents/variants will do a better job, but again, they'll not play as well with things like wahs/buffered effects. Thinking things like the Silicon Mosrite Fuzzrite.
Can be nasty or nice.
others above have suggested Tonebender mk2 but that doesnt match your descriptive criteria to me.
