Dimmers are often the cause of weird noises, but that noise doesn't usually go away when turning on another device.

I do have a dimmer, but it's broken and doesn't dim anything anymore, could that still make a difference.
To be honest, I'm not fully sure if it goes away when I turn it on, it probably just gets drowned out.

I took dimmers out of my studio room when we moved in.
Even the dimmer up full was creating noise.

I have a balanced out from my Sound Card, my Zoom has a balanced XLR out but I don't have anything to plug it into.
Yes, that's what I have from my PC sound card, my Zoom has TRS Out but it's unbalanced.
Anyway it might not be the cause of your issue. I'm just guessing based on the fact that I've had problems in the past with whining monitors when I didn't use balanced connections.
