Passive and an amp is the way to go secondhand as most have moved to active and therefor prices are a lot better on a passive set up. EBay and fb marketplace are the best places to have a look locally, always check befor you buy something that replacement speakers and tweeters are available
You can prob get a pair of 12inch tops for £500 that would be more than adequate for vocals and guitars, you could then add a sub a later date if you wanted to put the whole band through through the PA.

Lights and monitors, you could spend a little or a lot depending on your requirements.
If you're willing to wait for the right thing the second hand market has no end of passive speaker plus power amp rigs.
Lights, I'd go for LEDs. We use a fairly simple setup of a couple of party bars behind us, plus mount 2 led pars on each speaker stand to wash across us and the stage. Think the lights were around £400 including a few dmx cables to link them together. Fine for the pub and village hall type gigs.
