Have a bidder wanting to buy a used guitar who is based in Denmark. Can I send it to him under the new CITES regulations or does it need papers?

Denmark is in the EU. Assuming you are in the EU then as long as it is not Brazilian rosewood you will have no problem and paperwork is not required.
I've sent rosewood necks to EU customers since the change, with no paperwork required.
Give APHA a call for confirmation - I suspect they may suggest adding a declaration that the guitar was purchased by you in the EU prior to Jan 2nd 2017, which isn't a bad idea anyway.
