Up till 10 years ago my organisation was one of the places in our town that held a copy of the local electoral register for the public to access freely.  It was approx 300 pages thick, and held in a big ring binder.  Every year we got updates or a whole new printed section to put in the folder and chuck the told one.  Then they computerised it and stopped issuing the printed versions
