Maybe may be not, you can’t tell until you play it as intonation is about the sound not the look. Having said that if you have to use that much adjustment to make it play in tune I would wonder why.

On closer look at the pictures, the action is high and the string trees are tight which probably doesn’t help

Yep, action *looks* generous...saddles are wonky-as...and I’ve never seen them staggered like that. D and B string saddles also appear to be fouling the screws. Tuners look a bit odd from the rear. You never know until you get it in your mitts...bargain for £27
