Deliberate choices- everyone who died in "the snap" is definitely coming back, but the ones left to fix shit are the ones who aren't contracted for any more films, which means that what they've really done is clear the decks of everyone you knew wasn't going to be dead by the end.

And being super-cynical, it may also help contract negotiations with any of the old guard who they actually want to re-sign for more movies.

The film may kill the very-obviously-coming-back new Avengers at the end, but it heavily foreshadows Tony Stark's death throughout.

This may be for the bait-and-switch at the end with Dr Strange, but may also be foreshadowing for Tony in the next film not making it out.

Apparently, Robert Downey Junior gets 6% of the Gross for Marvel movies he is in.

So as important to the franchise as he is, he is going to be on borrowed time.
