It could be somewhere else in the signal chain, is it connected directly to a TV? Also what model TV, if it has a game mode try turning that on.
It's a fairly recent TV (about 18 months old), one of the Samsung S-UHD Quantum ones.
The audio is routed to a sound bar and sub, so I tried splitting the audio from the video using an optical cable straight from the PS4 Pro to the soundbar (instead of throwing everything down the HDMI) - this helped reduce the latency a LOT.
However it's still unplayable on faster/more intricate tracks because there's still latency there

This is because the video processing in the tellybox takes time to do its scaling, so you can delay the sound to match up with the video frame.
I was never able to fix the latency issue though. I just thought it was down to the guitar/usb cable. I have very bad memories of the Alesis usb guitar cable, the latency on that product was laughable.

And using a loadbox I can bring the amp sound into the PC and mix it with the game audio to play silently at night. Great fun!
