    Wouldn’t the original toilet have had a high level cystern with an open top that would have been filled by that pipe? When they came to board out the wall they probably thought it was too much effort to cut the pipe off flush.

    Given the age of the building almost certainly had a high level cystern originally. Although leaving identical bits of pipe sticking out seems a bit unnecessary.

    What I noticed today is that the panels with the pipes on are above the height of the cubicle dividers so this would be hard to do discretely. 
    Also, I don’t really know anything about plumbing so I wouldn’t know what I was looking at.

    Pipes. With plumbing you are normally looking at pipes.
