Direct experience ... just back from France. On our arrival we were heading towards a motorway Peage to find the yellow jackets ( ) had occupied the whole paystation, opened all the gates and were letting people through without paying !

My manager just back but didn’t see any. On my camper Facebook groups lot of people travelling through France and not seeing them either. Big place though. 
French toll roads can be a bit eye wateringly expensive these days so that was lucky.
