Does this seller have some secret inside info about the workings of eBay, and sells things faster by putting weird punctuation in his listings? Or is he just a bit strange?

Odd, that - he doesn't normally. I've looked at a few of his ads (I quite fancied a Framus to put a P90 on, a la Chris Corcoran, at one point) and he's usually got some interesting stuff if you like that sort of thing. I've exchanged messages with him before and he's pretty helpful and knowledgeable about these guitars.

It's a way of separating short phrases without using extra characters, whilst retaining legibility. Might use it myself.

I wouldn't say strange, sometimes people may not understand punctuation as well as others and that is totally fine.  We can't hold everyone to our own standards.
