Maybe converted to bass or guitar use? Probably modified more than once.
The wiring is true point-to-point, and was how it was usually done in those days by DIY-ers. How it looks has no bearing on it's function.

Some commercial amps were built like that, and a lot of other equipment too. If they’re simple it makes very little difference, but if they’re complex it makes any servicing quite a problem.
One giveaway that it’s a DIY job is that the transformers are oriented wrongly - the coil windings are in the same direction, which causes hum to be induced in the OT.
