Anyone able to work out what tuning he's in?
That's in standard tuning. It's largely based of the Tuck Andress version, which Guthrie transcribed in Guitar Techniques many years back. Lovely arrangement.

The music was lovely but that guy desperately needs a new guitar! It's all dirty and missing paint!

Yeah, I reckon it would be much better if he had a decent guitar instead of that old rubbish.

Yeah, very nice. Some players seem to have this inherent 'musicality'. Too bad I don't.

Think how much better it could've sounded if he'd had a Helix.

Have you forgotten where you are?
The Bigsby was the first successful design of what is now called a whammy bar or tremolo arm, although vibrato is the technically correct term for the musical effect it produces. In standard usage, tremolo is a rapid fluctuation of the volume of a note, while vibrato is a fluctuation in pitch. The origin of this nonstandard usage of the term by electric guitarists is attributed to Leo Fender, who also used the term “vibrato” to refer to what is really a tremolo effect.

No, it was Dann Huff. Lukather was on his way out of the session scene during this time, from what I have read and heard on podcasts.
