    Best guess. Kent constabulary has had to deal with a spate of adolescents throwing raw eggs or flour bombs at either each other or random members of the public. 

    Wheat flour could have health implications for individuals with sensitivity/allergy.

    More importantly, under certain conditions, airborne flour is potentially explosive. We would not want the little darlings to get killed by their own practical joke, would we?


    EDIT: I am surprised that nobody has made a joke about Assault And Battery.
