How to get this sound?

Tom Petty and The Heartbreakers... live in 99.  Anybody know how Mike Campbell gets this effect (see the video below... at about 1min 37 secs)?  Is he holding an Ebow?  Surely an Ebow would take a bit of time to get each string resonating... but he seems to get a sort rapid arpeggio effect.  Anybody got any ideas?

    Looks/sounds more like he's rubbing the strings, so violin like in that respect. It could be anything with a surface that is mildly abrasive or rubberoid. Even the end of a slide might do it.

    It is an E-Bow - if you freeze the frame at 1'38" and step forward you can see it, it's a very distinctive shape - but he's rubbing it back and forth across the strings so the ridges on the bottom are clunking over the strings.
