what size drill bit for tuner headstock holes?

I've had no probs finding something useable in my drill bit box for the guitars that I have built thus far, but my current build is a bass and I need to buy in something.

The tuner barrel measures 13.6mm. Best to get that size or a tad bigger? Would 14mm be too big?

    14mm would be good for modern 'heads with a threaded hex nut fastening. (You need to allow for finish down the drilled holes.) Kluson replica 'heads with the splined ferrule need to be a tight fit in order to grip.

    I have Hipshots with threaded hex nut. Not planning on getting any finish down the hole - maybe I should!
