Kind of a jump jive/swing thing and I suppose 'copying' that 'phrasing' of a horn section

I know the first chord is effectively a C9 and the last chord a C diminished - So what is the 2nd chord

and when you say "top E"   you mean physically,  not pitch ?  (I always assume "top E"  =  the thin string )

The second chord is spelled a-d-f-c so I would think of it as Dm7.

OK, that isnt a useful way of writing notes down.
Do it from bass notes to high notes with X's where you don't play notes so people can understand.

So you kinda have this progression

Cm
Dm7
D#m
D7 (no 3rd)

For the first chord to be a C9 you'd have to have a D and ideally a Bb, it doesn't have that.

I don't have a guitar near me (on holidays) so having to do this from memory.

Yes indeed, played often as x 13 12 12 13 x

When I hear the underlying harmony, I hear it as a i-v-V in G minor:

Gm (with a 13, in 1st inversion)
Dm7
D7 with a b9
