Drum stand or music stand.

Long shot but can anyone identify this stand, it belong to a friends dad who was a drummer, I am guessing it's a percussion stand but not 100% as I have been told it maybe a broken music stand.

Definitely not a music stand, looks like something you’d fix a stage lamp to or maybe even a camera
