Making Android notification tones

I'm fed up of Android having the same volume for notifications and ringtones so was going to create my own tone in Reaper but do at a very quiet volume so that it's polite even when the ringtone is on max. Has anyone done this? Any idea what LUFS it should be to achieve this?

I have a Galaxy S9. If I go into my volume settings, I can change the volume to differentiate between various things. 

Does yours not?

Samsung and LG are the only ones which do. It's not a native feature on Pixels


FWIW I did some experimenting and around -30dB on the LUFS meter seems to be about right
