Think about user intent - if Google returns your link in SERPs and the user clicks then does something that indicates that wasn't what they needed in that moment (quickly back to SERPs then to somewhere else) that signals Google that whatever you optimised for.might not be what it needs to show to people.

Too much SEO chat ignores user intent.

Forget keywords and just write lots of content that your prospective visitors will look for.

Regulatly add content to keep it fresh and Google will do the rest.

see the user intent? No, that's the insight you have as someone who understands your target audience.

Generally, if there are 2 different phrases you're trying to decide between* then you can brainstorm** what is the likely real world intent of a person who types that in to google. "X vs Y" or "What's the best X for doing thing Z" is someone looking to buy something - you can decide if that's a relevant user to try and attract to your site, based on whatever it is the set is/is for. If it is A purchase intent keyword will get best served by something that answers the question AND makes it easy to get to the product on offer somewhere - if that's not the kind of content or service you want to have, it's probably not worth pursuing that type of keyword.

Discussing it will all be a bit abstract without knowing what the topic is or what your service or product is (or if just a knowledge/blog type site, how its intended to be monetised)

    * : but don't always 'decide between' - topic clusters seem to be a good way of signalling relevant content to search engines - you're as well planning out a handful of related or overlapping articles that focus on different aspects of something and that are interlinked (to whoever degree that is useful or sensible to the Reaser - not just for the sake of it)

** : or ask users if you are able to. Or ask people who might be typical of your actual users.
