Recommend someone for a neck refinish (North West)

Looking to refinish my Tele neck - clear coat marks from previous owner. Consider Steve Robinson (Manchester Guitar Tech) for lacquer purchase and DIY solution, but would also consider a professional solution.

Will they not polish out? What specific make/model is it, i.e. cellulose or polyurethane finish?

Possible will sand/polish out, but considering a spray - cellulose finish 
ta Steve, heading your way for a DIYself, but prefer a pro job as it’s a top line guitar.
