    design specification documents should be (and must be) updated, BUT under strict adherence to the employed change process.
    Which includes version control review/feedback by appropriate stake holders

    Having docs that can be updated willy nilly by anyone who has access are as useless as ones that are never updated during the "product"  life-cycle.
    just because you don't, doesn't mean you can't
     just because you do, doesn't mean you should.
