Where to source a custom strat neck - Northants/ Midlands or Internet?

I've got a Japanese HRR floyd rose strat which has great sentimental value, but I don't like the skinny neck anymore. So I fancy getting a custom one made - locking nut, compound radius neck, reverse headstock, rosewood board and stainless frets, and match the USA strat neck profile - but my strat has a nonstandard heel - wider than standard. 

So I think I need a luthier to make me one. Any recommendations? Would want to visit to leave my guitar to ensure neck is a good fit, hence don't want to travel too far from Northampton/East Midlands if possible. 

Or could I deal with a luthier over the Internet if I send neck pocket measurements??

For non standard heel dimensions I would've thought @GSPBASSES or @WezV would be a better bet. Don't know for definite but I get the impression that Guitarbuild is quite heavily CNC driven and so making a one off, custom width heel might not be economically viable for Phil to do it.
