Given that it is acknowledged that any nuclear confrontation is a no win scenario for any party that doesn't leave much for the Russians to really intimidate anyone with. 

It's just Putin trying to create a new Imperial Russia with him at the helm, which doesn't really impress anyone and that annoys him, hence the public shows.  If he carries on he will reduce himself to the level of the mad Korean bastard.

Another Cold War will cement Putins position of power. He is not exactly popular in Russia.
But nothing like a bit of fear mongering to keep the population in check and if you can expand the empire a little bit all the better.
Alas we are entering a period of isolationist policy all over the world.
One thing that can be said about the 90s and 00s is that Russia was not considered the enemy and we were in a relatively peaceful time (Middle east excluded)

Here's the thing; in PR terms, a threat is much more worrying than reality. You can't really stratagise against a threat.

Once it becomes reality, then it becomes something you can do something about and it loses all its power.
