Water Leak - insurancy type question (probably)

A leaking water waste pipe from the bath in my flat caused a bit of water damage to the flat below. 
Leak is now fixed.
Is anyone able to clue me in on the actual procedure is for sorting out the damage?
As in who gets quotes, who does the work, or whatever the right way to do this is.
If it makes a difference, my flat is privately owned; the one below is Council.  The block is Council.

    I'm not an expert, but I would expect the person in the damaged flat to claim on their insurance; their insurers will then advise them re obtaining quotes etc.

    If they don't have insurance, they'll need to contact the council's Property Maintenance department (they might need to do that anyway).

    I'm no expert either but I think it's up to the downstairs neighbour to initiate the claim.
