If we're going to leave it needs to be done following the full - and inevitably slow, sorry about that for all those who would like it to be pushed through quickly as a fait accompli - standard parliamentary process, so there is no doubt at all about the outcome.

The point is (if I understand it), that if no one objects, and the bill goes through, Parliament has then (or will eventually have) enacted legislation to force the Government to notify the EU of our intention to leave. It is no longer the Government that made the decision, but Parliament.
