It was in 1983 with The Style Council, The Paris Match.  The date I have on my MP3 file is 10th June 1983.

This clip on Youtube is it but doesn't include the intro where Weller intoduces it as being recorded for 20 Italian Love Songs Volume 2, he was being facetious,obviously!

It's my favourite version and is great. Neck pick-up on a Tele and Weller's singing is spot on.
