I think of it as rowing a boat ... you dip your oar in and pull against it then dip in again etc. So to me on the Streets into I dip my oar in an pull for a count of 6 then dip in again ... not a count of 3. I put emphasis on the 1 after every 6 ... not after every 3 ... that's the difference.

I realize I might be wrong, but that's how I see it
If each of your 'numbers' is one note of the guitar riff (not accounting for the repeating delay effect), then counting in 6 or 3 is pretty much the same thing - one is 6/8 the other is 3/8.

If however, when you count in 3, each count is worth 2 guitar notes, then you are counting in 3/4.

When the beat drops, you'll notice that the pulse is worth 2 guitar notes each (of the earlier riff, I think when the beat drops Edge starts playing semiquavers) so I'd go with 3/4.

I've just 'air conducted' it, it's quite fun to go in and out of 6/8 and 3/4. You can go all 'flowery' in 6/8 and more rigid in 3/4.
