In terms of functions it's easy enough to learn the syntax of each one but unless you do it in a real-world situation it's unlikely to stick, in my experience.

My skill set is around financial modelling for infrastructure projects, so I do a lot of excel but the key is to try and keep simple wherever possible. Key stuff is Sumif, Sumproduct, If, Index and Match (those two often used together). You can build almost anything with those in terms of pure numbers.
Then it's good to have a handle on Goalseek, Data Tables, Data Validation and conditional formatting and you should be set,
I've never been on a course apart from a single 60-min video which I can dropbox to you if it might help. It's financial-modelling specifically but might be worth a watch as it's all good habits for excel in general.
I consider myself highly proficient now and I've never had any actual training, it's all just come from diving in and trying to do what I want to do and learning as you go!
