In my home town we have a road.  It goes up a hill.  Two lanes uphill, one down. On the right hand side of this road is a relatively large, and fairly old, housing estate.  Between the uphill, left lanes, and the downhill right lane is a double white line.  Are you allowed to cross this to turn right?

    So you shouldn't overtake in double solid whites (unless the vehicle/ animal is going<10 mph) but being a stationary broadside is ok?


    And while i'm at it, why are horses allowed to shit on the road?

    Yes. All other things being equal, you can drive up the hill and turn right into the estate, too. 

    Is it possible that traffic leaving the estate has a compulsory "turn left" sign or a "no right turn" sign? Sounds a bit weird, otherwise.

    You should try it, it's quite liberating. If you drive up the a696 from Newcastle to Jedburgh, you can actually stand in England and shit into Scotland.

    Yes you are, under certain circumstances. Honest! Highway Code rule 129. Solid white lines are used to protect traffic going in opposite directions from each other, not traffic turning into or out of side roads.

    Correct here it is:

    Rule 129

    Double white lines where the line nearest you is solid. This means you MUST NOT cross or straddle it unless it is safe and you need to enter adjoining premises or a side road.
