Sorry.. "Car Parks".  Do they ALL stink of piss?  I'm currently in a nice part of Surrey...  NCP car park... Stinks of piss - the stairwells, the lift, even the bloody payment machine!  Pools of piss everywhere.

It led me to wonder if other countries' car parks smell like ours?

I live in England and my local car parks do not smell of piss .. so I guess you're right about other countries .. what's Carwyn Jones doing about it? .. ;-)

no, cos they left theirs to come and doss in ours

Couldn't say I've enough experience to generalise. I avoid multistoreys by using public transport. Not really as viable in the UK.

Good old fashioned public conveniences all over the country have been closed to save money for the local councils. My guess is that with no alternative some people have found thier own solution. That said it's a dirty thing that some lazy feckless asshats will do just because they are thoughtless and selfish.
