Pavements are for pedestrians. Nothing says that this does not include people walking, hopping, running, walking backwards, or skipping. I would agree that the people doing anything other than walking have an obligation to look out for others, but this doesn't change the fact that people are allowed on pavements regardless of how they choose to place their feet. When I am running I would move for others, but if there were two people walking side by side coming towards me, I would expect one of them to move to the side rather than me to have to go into the road (just as if I was walking).

Cyclists should be on the road because they are not by definition pedestrians.

But that isn't a normal footpath. I was talking about cyclists on normal footpaths. I tell my kids to ride on the footpath too by the way, but I also tell them to get off if there are pedestrians

Most normal people can manage a run in London without hitting anyone. I must have run about 10,000 miles over the 16 or so years I lived their and the mrs rather more than that without ever hitting anyone. It's really not that hard.
