I've applied transfers from guitar decals.co.uk over Tru-Oil. A smear of 50:50 PVA glue first holds them firm.

R&F recommend lacquer and say not to apply to an oiled surface so I presume oiling over would be a bad idea. 

Probably make them move/shrink/crinkle

They go on fine, they just don’t stay on. 
Probably could be oiled over, but you would need to spray the oil over it in light coats so it doesn’t move. 


which is why steve’s suggestion would be the way to go
