It would be too easy to go into the stores, grab a white lab coat, and turn up as Q.

Other options (assuming the right getup can be found conveniently and cheaply enough): Mr Blofeld's white cat, Miss Moneypenny. I'm not tall enough to go as Jaws (neither do I really want to put tin foil on my teeth).

Apart from giving the whole thing a miss (which I had considered, but the menu looks quite good), or going but not in fancy dress, what other options might there be?

Baron Samedi from Live and Let Die seems to be the popular one, although might depend on how you feel about black face if it’s a DIY job. 

Emilio Largo from Thunderball is a tie and an eye patch.

First off, check they mean it.  A client had a 007 themed Christmas thrash once. Spent ages plotting a costume, then it turned out they meant black tie for the men and a posh frock for the women, with some cardboard cut-outs of various Bonds dotted around a hired-in fake-money casino ...
