    Apparently May detested Gove and there were significant cl;ashes when he was Justice Secretary (which he actually did quite well after the Grayling era) and she was Home Secretary. Not a surprise that she binned him.

    I think keeping Hunt at health is also smart.  He needs to sort this junior doctor mess out having started it and if he doesn't then May can say it wasn't of her doing.  If she put someone new there and it didn't get sorted then she is tarred with it.

    Well, the funny part is that she's entirely focused on businesses - she explicitly says that companies shouldn't be allowed to implement end-to-end encryption that can't be cracked by the government. Sadly for her, most strong encryption is the result of mathematical research and open source implementation.
