That's rather like saying that we've found a way to guarantee world peace, all we have to do is ensure that nobody fights anyone else.

Not really - if the EU/UK/USA agreed such a scheme it could operate in the wealthiest parts of the world. The US is having similar problems to the EU and most of the firms causing the problems are US.

World peace is like Christ's second coming .. neither will happen in our lifetime.

It would very quickly destabilise the EU's banking system as US companies would repatriate their cashpiles.
