Chris Rocks Niggers and Black People sketch is a fairly mainstream stand up show.
Comic book series? I'm not sure, where they around 20 years ago? If they were I'd guess that they were almost exclusively aimed at kids or extremely niche? They're mainstream now so you'd expect it in a "gritty" one to prove it's urban/gritty credentials.
I'm not sure it's being used anymore or less.

The comic book was at the height of the Blaxploitation era and the comics went as far as they could at the time.

It's not a kid's comic book series. It's a grown up series set in Harlem. I can't think of any of those in the 80s/90s/00s off the top of my head but if there were I wouldn't be at all surprised if had a few N-bombs.

That's a bit of an oversimplification. I think it's more about whether it's used as endearment among peers or not.
I have a friend who is of subcontinental Asian heritage and her white best friend (and white husband) call her "Brown Face". She seems perfectly happy about it.
