When I did the garage ceiling ( below my music room) I put these in-between the timber joists, just squeeze them in, they do a great insulation job for me.

Soundproof board is the way to go 12mm or 15mm or double layered. It's excellent stuff very heavy to install though. Minster insulation was by far the cheapest when I bought mine.

I feel for you. I lived in a beautiful flat once, amazing views, but below a very nice but effing noisy family. Footsteps were the main killer. It drove me nuts - I think once it's there even the sliggtest noise gets on your nerves. I was younger then and going out lots but it still wound me up, actually I think being woken really early at the weekend was the worst, now it would be wanting quiet at night! I moved out and vowed never to live below anyone again. I wish you luck though if you can find a stayable solution.
