What sort of band? Plain wedding band? (as in, is it patterned or textured?)
I went down 3 sizes after losing weight, and the jewellers (I brought it back to where I bought it from) didn't charge for it.
Even if it's patterned they can often blend in the pattern.
The ring is cut open, a sliver removed and then soldered back together. It's then polished to remove any sign of the work.
Yours sounds like a good candidate if it's just a plain band. Id still only give the work to a jeweller you trust.
I had the same issue, but as my wedding band was titanium I had to replace it.
Heat it to anneal it, stretch it or squish it in a ring re-sizer... if you're awesome even the flat profile rings the manufacturer or ring sizers say can't be done can also be done... if you're really super awesome you can use it to do stone set rings (as long as you're only doing a half size or a single size in the lower size range)

*price may vary depending on jeweller and how wealthy you look on entering ;-)
MrsTheWeary has had rings resized and they've looked fine. If it's not a symmetrical ring it's possible you could lose the hallmark ( ie if it's in the bit that needs cutting) is the only worry.

Im disappointed.
Edit - didn't read the OP, just guessed from the title
