Yes, although somehow the generalised notion of a brothel seems somehow less upsetting than recommending a specific prostitute. 
Paying for sex is a slightly disturbing recurring theme for early ZZ Top. Presumably they didn't always have rock star grade allure.

Or writing a song about your 13 year old girlfriend. Tbh most of the Top's lyrics are pretty sleazy, they just learned to make them a bit more discrete over the years.

All through the song there is a sample of someone shouting "What the fuck was that", yet it still gets used all the time for daytime tv, kids programmes etc.

There are a huge number of mainstream pop records now with swearing blanked out, often not very effectively. The most obvious is probably Jax Jones' 'You Don't Know Me' where Raye clearly sings 'fuck yeah' several times, even though the bulk of the word is edited out.

There's Britney Spears' "If You Seek Amy" (say it fast if you're not familiar with it) which somehow bypassed all the radio censors as well...

Well, Wikipedia says he claimed in an interview that the song was written about his then-wife, Marcia, but he needed a three-syllable name to make the melody work, at which point he was inspired by JFK's daughter Caroline.

But then he's also said that it was inspired by seeing a photo of her on a horse as a young child, and that the rest of the song took about five years to come together.

I don't know. Does he protest too much?

My feeling is that he's a professional songwriter more concerned with how words work together as a song than with much deeper meaning to them, but I could be wrong.
