I'm also convinced every tiny detail is planned meticulously - the way Walker's helmet is just fractional too big, giving a sense of unease while conveying a visual metaphor that the role is too big for the man underneath. And the way the end of ep4 played out is exactly the same move Steve made to end the fight at the end of Civil War, only Steve chose not to make a killing blow.
Most of all I'm just really enjoying the attempt to show that the "bad guys" have a really clear motivation and really aren't bad guys, just desperate people who see no other option.

He knows he isn't the authentic Cap, he isn't Steve Rogers, so he doesn't have an authentic shield...
