DC's analysis afterwards made it pretty clear what Rosberg was up to. Went well off his racing line, yet no sign of a lock-up or other issue with the brakes. He deliberately went in deep to force Hamilton wide, but did it too early in the corner. In the past, when it's been the other way round, Hamilton pushes Rosberg wide on the exit, and is thus moving to the outside while still on the racing line.
It was very nearly an excellent drive by Rosberg, even if his lead was somewhat gifted to him as a result of Hamilton's poor pit stop - he fought up from 6th and grabbed the opportunity for the lead when it came, and ran with it. The move came across as rather slimy, although it may just have been another example of him not being in the top echelon when it comes to wheel-to-wheel racing - a typical Rosberg close-quarters racing fuck-up, in other words.
It was very reminiscent of certain moves by Schumacher involving Hill and Villenueve in the past, which most assuredly were slimy moves. Even if it was just a Rosberg second-rater fuck-up, slimy fits the pantomime better.
