It's actually a computer made by - and later worshipped by - the snails.

You should see the rest of the box... HR Giger would have been proud.

It’ll be for reporting your meter readings automatically back to the Illuminati

EITHER, as Sporky suggests, it could be the likeness of a snail deity. Somewhere, on a remote Pacific island, there are hundreds of 'em, all facing out to sea, warding off evil spirits or appeasing the all-powerful E-On.

    OR
It could be a wireless transceiver for your smart meter.
You say, atom bomb. I say, tin of corned beef.

They're only interested in what you use for lighting.

Back on topic, give it a lick and tell us what it tastes of.

How long have you been in that house?

I wonder if that is a leftover transmitter from a previous installation of a more primitive "smart meter" from when they first came out to allow consumers to monitor their own consumption.  I recall that many years ago my electricity supplier sent me a gizmo that clamped around the main cable and transmitted to a display inside the house to tell you what electricity had or was being used.  I never installed it and threw it out a few years ago while cleaning out my porch cupboard where it was still sitting in its box.

Take it out if you can, clean it up, and see if it has a battery compartment. Perhaps it was one of the walkie-talkies that the workies communicated with and the poor guy had the cost deducted from his wages.

..... or the controller for a pair of vibrating edible panties that you hid in there in case your family members ever found them.  The snails, worms and ants ate the panties a long time ago.

20 years.  I'm going to take the fecker out and see what happens.  Not sure if it's wired in or not but if I go permanently silent on here, you'll know I cut the wrong wire...

Take it out, clean up the battery contacts, insert batteries, press the button, and shout "hello dickhead" at it.  I'm curious to know if anybody answers.

I reckon you'd need a big box to ship a tennis player.

It looks like a wireless AC current monitor. If there is a wire coming out of it with a loop on the end wrapped around the mains cable coming into the house then that is the most likely explanation. Its kinda like the smart meter you never asked for. I've heard tales of these things being installed when customers weren't being consulted. Any chance the house was being used as a weed farm in days gone by?
Old, overweight and badly maintained. Unlike my amps which are just old and overweight.
