They're so called because if the cap shorts, depending on the switch position the amp chassis could be connected directly to the mains live, and so will your guitar strings. You might want to avoid that .
If you're really set against changing the mains cable, at least have the cap replaced by a modern 'Class Y' type which are purposely designed for safety-critical applications which could lead to a shock hazard and are guaranteed to fail to open-circuit rather than a short.
